West St. Paul City Council Addresses Rental Property Concerns and Development Delays

In recent sessions, the West St. Paul City Council has been actively addressing significant community concerns, including rental property management and development project timelines.

Rental Property License Review

At the May 11, 2026 meeting, the Council revisited the rental license application for a single-family property at 1064 Robert Street. The property has a history of code violations and is currently in a state of disrepair. Council members expressed frustration over these ongoing issues, considering the possibility of denying the rental application, which would necessitate tenant eviction. To provide the property owner an opportunity to address the violations and to notify the tenant, the Council decided to continue the review to the next meeting. A proposed mitigation plan has been agreed upon by the owner. If the Council opts to deny the application, staff recommends granting the tenant a 90-day period to vacate the premises.

150 Thompson Development Project

The Council also discussed the 150 Thompson development project, a significant initiative involving the redevelopment of the former YMCA site. The project includes plans for 457 apartment units across two buildings, 19 townhome units, commercial space, infrastructure improvements, and provisions for a future park. However, the project has encountered delays and increased costs. The Council approved additional expenditures to address these challenges, aiming to keep the project on track and ensure its successful completion.

Community Engagement and Future Meetings

The Council encourages residents to stay informed and participate in upcoming meetings. Regular meetings are generally held on the second and fourth Monday of each month at 6:30 p.m. in the City Hall Council Chambers. Agendas and minutes are available on the city’s official website. Community involvement is vital in shaping the future of West St. Paul, and residents are urged to engage with local governance processes.
